Is there a way to make it so the upper menu doesn't also bring up the bottom menu?

Hello everyone, every time I bring out the upper menu in a book either by swiping or tapping the upper area it also brings out the bottom menu. I want to make it so bringing out the upper menu does only that, bring out the upper menu, rather than bringing out both. I looked through the settings but couldn't find an option to do that, is there a way to do it in a setting I couldn't find?
